Spencer Mosley, the distinguished and best dressed member, has been
actively involved in the field of vocational rehabilitation since
receiving a Master’s Degree from the University of WI – Stout in
1973. He has worked as a vocational evaluator in a correctional
setting, and also in Wisconsin as a licensed vocational rehabilitation
counselor with the State Division of Vocational Rehabilitation (DVR)
program. A manager for the VR program since 1987, Spencer recently
retired as DVR Workforce Development Program Manager.
Spencer has also trained extensively on various topics in many
venues around the United States. Co-originator of the National
Rehabilitation Association’s (NRA) accessibility survey training
program - ` Access U.S.’, he was responsible for recruiting and
training a cadre of surveyors, and also conducted survey training
sessions in approximately twenty-five states. Following its passage
by Congress in 1990, he has trained on the American’s with Disability
Act (ADA) at many conferences and other training seminars. Spencer
has continued as a trainer of the nationally renowned `Windmills’
attitudinal training program since 1995, and has delivered the program
to managers and supervisors representing dozens of private & public
agencies around Wisconsin.
When he's not training and it's not raining, Spencer enjoys wetting a
line and watching
sunsets from his lakeside cabin in northern Wisconsin.
Active at all levels of the National Rehabilitation Association for more than twenty-five years, Spencer is a former state and regional president and served as President of NRA in 1993. He has presented at numerous state, regional and national conferences on topics including: Humor in the Workplace, Assistive Technology, school transition, and Job Center/One-Stop Implementation. A recipient of the UW – Stout Outstanding Graduate Award and the Easter Seal Society of Wisconsin 1997 Elsa Trombla Outstanding Volunteer Award, Spencer was also one of 20 individual’s in the nation nominated by NRA in 2000 to participate as a Scholar in the 22nd annual prestigious Switzer Seminar. A monograph of the proceedings was published in July, 2001. Selected as one of 9 delegates for a U.S. State Department sponsored `Community Partners’ program to Ukraine, Spencer traveled in November, 2003 to four major cities – including the capital of Kiev, to share information about rehabilitation practices in the U.S. with governmental, private & non-profit counterparts in the Ukraine.
